If I'm driving to work, I regularly get stuck behind a guy who does 35-40mph on this long straight road with a 60mph limit. I'm not a boy racer at all, but this to me seems excessively slow. The road is fairly safe to overtake if you know where the hidden turning is, but I can just envision someone not knowing and an accident happening.

Aren’t cars at their most efficient, petrol wise, at about 50-60 miles an hour in a high gear? Mine appears to be.
But yes, you can drive slower than the limit. Whether it’s the right thing to do is the debate I suppose. Personally I think not. |
Petrols are most efficient around about 50mph, give or take a little bit. However if you plot efficiency by speed, ICEs will be very poor between 0-30mph, then more or less constant between 30-55, just being slightly more efficient at the top end if that, then after 55mph it will begin to fall off rapidly. Reason being that aerodynamic drag us a function of velocity squared, so drag will roughly double between 50mph and 70mph.
Also worth remembering that 50ish isn't a magically number. If you're not covering a significant distance before stopping/slowing for things like junctions and roundabouts then it might not be more efficient as you'll have to use more energy to get to a higher cruising speed.
Also note that this does not apply to EVs. EVs don't have multiple gears and optimum revs like an ICE, so the optimum speed for efficiency is effectively 1mph. | | | |

Do the speed limit or at least close to it when conditions allow.
It's not complicated and it is a source of irritation when some herbert poodles along at 20 in a 30, 30 in a 40, then sits at 45 in a 60. |  |

That may well be the case but how many times have you seen (or even heard of) someone being pulled over for it?
But yeah fair enough, I appreciate rules change. I still say the guy doing 100mph+ is most at fault. That's been illegal since forever and the police certainly will pull you over for it! |

You are not taught to drive to the speed limit. You are taught to drive at the speed that is right for the conditions of the road and weather etc. |
I took my driving lessons and test in 2014 and the instructor recommend to drive within 10% of the speed limit in normal conditions. So below 54 in a 60 was not recommended as it was deemed to decrease safety. |  |

Have you considered they may be doing it for economic reasons? Speed limits are not compulsory you are allowed to drive slower.
Overtaking does seem a lost art for some. |
Driving a modern car is most fuel efficient at about a steady 55 mph. Driving at 30-40mph actually decreases your mpg. |  |
