There's more to it than that as well, all the big firms are private now and most specialist work is subbed out so there aren't the big council firms, or nationalised electricity/gas who can be training people up and then managing their estates.

National education policy has looked down on construction for years, and it's been a mistake because they are good jobs, with lots of opportunities (and most importantly is about the only job that helps you get on and then climb the property ladder because you learn relevant skills and meet useful people)

In my last job I had a couple of people in the team looking after district heating networks who had been boiler maintenance apprentices back in the day when councils directly employed people for those kinds of roles, and they were superbly knowledgeable, but there was almost no-one under 50 with that sort of training or expertise because all that type of work was outsourced in the 1990s to a small group of large companies that are largely useless.

An awful lot of expertise in the utilities was lost with privatisation.

The gas piping into my house and the surrounding area was recently replaced by Southern Gas Networks who are responsible for the gas network where I live.

I noticed a smell of gas a couple of weeks ago, and it emerged that the pipe to my gas meter hadn't been properly connected when the work was done with the result that gas was leaking. Fortunately, the pipe was not in my house, but instead in the vicinity of my garage, but that is not really the point.
