It's such a difficult line to walk for organisations, for exactly the reasons you outline - while I would want the club to tell him where to go, it's not in the best interest of the club to do so.

It's not a phrase I particularly like, but certainly along the lines of keeping friends close but enemies (maybe threats is more appropriate) closer.
