Government creates policy. The Treasury, HMRC, etc etc enact policy. The process used to be broadly that ministers would come up with measures (ideas). The Departments would then take those measures and scope them. They’d look at costs, benefits, political impact, resources needed, timescales to name just a few things. Standard project stuff. This could take days, months, longer depending on the measure. The outcome would then be relayed back to the minister for a decision. If it was to go ahead, bingo, it’d appear in the budget.
From the outside, my understanding is the idiots have had enough of experts so policy was announced without the work. Fag packet time. Shame the markets/people from here to Mars thought their uncosted nonsense was worthy of the banana republic we now are.
