They have to get the Chief Constable this series in order to save AC12. It would be hugely unsatisfactory for the story to wrap with Hastings, Steve and Kate all out of the picture. But Mercurio could maybe get away with killing or dumping one of them.
Also Compston being US based doesn't rule him out. Jimmy Nesbitt was in Spain, but has disappeared. Where has he gone? Manhunt across the Nevada desert, anyone?
If Nesbitt's character just happens to have an American Mum then he could have US citizenship, and then the procedural element could be about the difficulty of persuading the US to extradite, obliquely referencing the injustices regarding the death of Harry Dunn, in much the same way that Mercurio has referenced eg Stephen Lawrence or Jill Dando in this series.
Nesbitt, Steve, lawyers, a big table in an office. Jimmy walks away, smirking:
"Sorry I can't be of more help."

That's a great spot...I still think that might be where we're headed though, she seemed to be getting pretty desperate about the risk to Kate in that scene, it might not take a lot of training from the distance she was standing...
