It's not any kind of legal basis, more a moral one. The basis being that they're not paying taxes to the UK and have moved somewhere volatile, with the tax dodge a big part of it. Now that volatility has come to pass and they need help from the country where they're no longer paying taxes. Doesn't work like that, and it shouldn't necessarily, but it's quite annoying considering the reasoning a lot of people go out there in the first place. |  | |  |
