Do away with all the officials but have all the VAR technology that's currently in place. Get someone to blow a whistle at the start and then again after 45 minutes. Same again for the second half. Fans get to watch 90 minutes of football with no stoppages for cards or foul play. No free kicks or penalties. Just throw-ins and corners based on player discretion and honesty. Then during the week on Match of the Day 2 there's a full review of the matches by qualified impartial officials. Offside goals get ruled out. Penalty goals get awarded for fouls in the box. Players can get awarded multiple yellow and red cards and will be punished accordingly. So if you commit 2 bookable offences and one worthy of a sending off, you get 2 retrospective reds and miss the next 4 or 6 games. There are more goals to celebrate (although they might not stand following review). No time wasting. No rubbish refs. Managers have to be aware of their own players antics and substitute them accordingly to prevent player sanctions on review. Players take responsibility for their own fair play.
