Austria 5' 2"
Italy 5'
Russia 5'
The mean height in those countries by 2014 was 5' 5"/5' 6".
So it seems really that Hitler, Stalin, Lenin and Mussolini were relative giants compared to Putin as they were all 4 or 5 inches taller than the mean whereas Vlad stands pretty much in the middle. |

It was an artistic convention to paint leaders on oversized horses - but to give those animals unrealistically small heads. Which was considered flattering to the rider, for some reason.
