On face value, could the right manager get the players to play as a team and get us promoted over the next 2 seasons

I am less convinced that as a whole the quality is not good enough

I think the quality of the squad is better than Lambert is currently getting out of them.

I suspect that the right, or even a vaguely competent manager would have gotten us promoted last season. This is not a high quality division. Generally, you need to be well organised and consistent. That's pretty basic stuff.
