It's always risky to judge a book by its cover, but you can clearly read 'arrogant, nasty little tvvat' on his face, in my opinion.

Small man syndrome. He was a decent chief whip but an absolutely hopeless minister. Sounds like a thoroughly unpleasant individual.

And threatening to reveal personal details about someone unless they do something o your advantage does rather smack of blackmail - something that is a criminal office...well outside of Westminster it is.
