In this day and age, most of us have decent cameras attached to our mobile telephones.

Why only one grainy photograph? Why not a whole slew showing that the object is actually moving?

No movie footage from said telephone device?

I deduce that it is a prank arranged by photographer with the help of a stuffed toy.

A mate of mine in a very rural part of Suffolk told me quite a while ago that he had seen signs of a wild big cat where he walks his dogs, although he did say it could have been other wild animals.
